What is CLEAR CAR Project?
Child Labour-Effective Awareness and Response in Cordillera Administrative Region (CLEAR CAR) is a 3-year project, starting 01 February 2024 to 31 January 2027, co-funded by the European Union and executed by the World Vision Development Foundation, Inc. and Lingap Pangkabataan Inc., with World Vision Canada and World Vision Ireland.
The project aims to support national efforts to eliminate the Worst Forms of Child Labour (WFCL), including online sexual abuse or exploitation of children (OSAEC) and violations of acceptable working conditions in the Philippines.
What are the project aims?
- Stakeholders (including government and civil society groups) implement effective and responsive policies, programs, and approaches to address child labour
- Child laborers and families have improved protective and productive capacities (livelihood and child protection)

- 2,000 children and their familes
- 17 Faith-Based Organisations (FBOs)
- 285 leaders and local government agency service providers
- 35 Civil Society Organisations (CSOs)
What we do
Stakeholder Engagement & Advocacy
Work together with national government agencies like the Department of Labour and Employment (DOLE) and Department of Social Welfare and Development (DSWD), and local government units, as well as non-government organisations (NGOs) and faith-based oranizations (FBOs), to share knowledge and make decisions together.
This collaboration helps strengthen efforts to fight child labour at all levels and ensures policies, programs and approaches to address child labour are effective and responsive. Policy advocacy will also be essential to support these initiatives.
Capacity Building and Awareness Raising
Increase family and community knowledge and awareness on children's rights, child protection (CP), gender equality and CP reporting services through conduct of community awareness sessions, trainings/workshops and development and distribution of culturally relevant and inclusive informative materials. These would facilitate the overall objectives of raising awareness on child labor and the action that can be done to address the issue.
Improve Access to Quality Education Programs, Livelihood and Essential Services to Address Child Labour
Increase educational options for child labourers with both formal and alternative choices. Help families with income opportunities and business skills, especially for women. Provide gender-sensitive support services like counseling and healthcare for children and their families.
