Vanuatu is one of the most climate‑vulnerable countries in the world, with stronger cyclones, frequent flooding, prolonged droughts and rising sea levels already damaging homes, crops and livelihoods, particularly in dense urban and peri‑urban communities.
Climate‑related disasters are estimated to cost the country around 6% of GDP each year, a figure expected to rise as climate impacts intensify.
In response, World Vision Vanuatu’s Urban Climate Resilience Project (UCRP), funded by the Government of Australia, and the Nature-Based Opportunities Underpinning Resilient and Sustainable Households (NOURISH) project, funded by the Government of Ireland, adopted a community‑led, bottom‑up approach to climate adaptation. Recognising that a one‑size‑fits‑all solution would not be effective, communities were supported to identify the climate impacts most affecting them and to co‑design practical, locally relevant adaptation activities.
This report summarises the participatory research and design process carried out with communities in Port Vila and Luganville, outlines the resulting Climate Change Adaptation (CCA) packages, and presents early implementation findings from 2025, including community satisfaction, outcomes, challenges and learnings to inform future programming.
